In the first (14), there are 14 big burly cops on hand to arrest a grandmother and a musician. In the second it took 5 or 6 guys to hold a tarp up so media can't see what's going on. To ensure justice is done there's no shortage of manpower to bully ethically-motivated citizens, but this same organization is practically useless at controlling serious crime in places like Surrey and Langford.
