Decision-making by elected officials is precarious at best. And democracy is messy. But it seems this decision suffers from too many elected officials not fully understanding the issues and what's at stake. (Jheesh! All they have to do is read David's articles - all of them - he explains complex elements very clearly.) Or perhaps it suffers from so many tiny bureaucracies and so many levels of bureaucracy, that the truth gets lost - whether by design or by default.
